The Parish Council held
one minutes silence in memory of CC John Taylor.
1681. Defibrillator for Craster – The Stephen Carey
Fund.
Dougie & Scott
McEwan gave a brief outline of the fund being set up in memory of
Stephen Carey a friend who collapsed & died from a cardiac arrest.
The Fund sets out to supply
defibrillators around local communities housed in an eye catching green
box cabinet. CPR alone gives a 5% chance of survival, but CPR
& a defibrillator raises the chance of survival to 50%.
The total cost is between
£2,500 - £3,000 depending on which of the 3 units you choose & we
would need to raise a £1,000 donation towards the cost. If
purchased there will be free full training provided to all interested
parties.
The defib has a 5-7 year
life span on batteries & would require an electricity supply for
the cabinet to light & heat the unit during the winter months.
The cabinet code will be
known by 2 guardians who would check the batteries every couple of
weeks & the ambulance service. The signage will give
information on contacting the ambulance service to use the defib &
a green light on the cabinet to show awareness of its location.
The defib gives full
instructions as you go & if co-ordinated with the RNLI it could be
housed opposite the harbour.

Gallon to speak to Kevin Brown at the RNLI about the siting of the
cabinet & Adam Moody on the Coastguards.

1683. Confirmation of minutes of last meeting.
The May Minutes were
accepted as a true record with one alteration:-
1675 – the removal of
the following words ‘to look towards putting things on a proper
footing’.
1684. Parish Council Vacancy. Ongoing.
1685. Craster Community Trust Matters.
The play park grass has
not been kept cut & maintained to the desired standard by
NCC. The CCT have an opportunity to buy a sit on grass cutter,
which will be discussed at their next Meeting, concerns were raised
about the cost of running & maintaining a cutter.
1686. Parking in Craster.
NCC have re-sited some
of the signs in the quarry car park & Joyce Shaw has contacted NCC
for the verges to be done at the bottom of the Craster Arch Bank.
Marion Gallon’s email &
Joyce Shaw’s letter were read out concerning the 27th May when there
were cars parked on both sides of the Bogue Road preventing the buses
from coming down into Craster & if an ambulance or fire engine had
been called neither could have made it through.
Action Point: Bryn
Owen will contact NCC to find out when the double yellow lines will be
done at Craster.
1687. Neighbourhood Plan. Ongoing.
1688. Embleton Joint Burial Committee.
Currently the Committee
is looking into reducing the Cemetery insurance cost & their next
Meeting is on Monday night.
1689. Matters arising from minutes of last meeting.
Dunstan Water Leak & Road Surface.
NCC are currently
looking at the drains & the Clerk has emailed them about the
potholes.
Heugh Wynd Grass Surfaces & Mud on Footpath.
NCC are looking into the
mud problem.
White lines require re-doing on road into Craster.
NCC were going to renew
the white lines at the end of May, the Clerk is waiting to hear when
they will be done.
John Gallon – Maintenance of fixed assets.
There needs to be an
inventory created for the current assets which require maintenance ie
the litter bins & bus shelters, once created we can tender for
monthly maintenance checks. Currently John Gallon is unable to
complete this & suggested that another Councillor could finish the
inventory.
Action Point: It was agreed that
this was not an urgent item & that John could complete this when he
was able. All in favour.
NCC – Fire & Rescue Plan 2014-17 consultation. Done.
B Owen – trees requiring pruning at entrance to village. Done.
B Owen – Footpath marker post by the arch pointing along the cinder
path is on the floor. The fingerpost
has currently been removed.
NCC consultations on School transport.
Ongoing.
Zurich Municipal Town & Parish Insurance policy details &
Cemetery ins. enquiry.
The Cemetery can be
added to our Craster PC insurance at no additional cost. All in
favour of this proposal being put forward to the Burial Committee.
NCC – Town & Parish Council Website Questionnaire.
The Website
questionnaire complaint has been done.
1690. Planning Matters.
13/03499/FUL – Emblestone, South Acres extension.
We have not received a
response from NCC concerning our ongoing formal complaint which should
have been answered within 15 days. Bryn emailed NCC’s Chairman
& has not received a response or acknowledgement. The Local
Government Ombudsman is unable to look at a complaint raised by a
Parish Council. After discussing the options we could use ie separate
Councillor letters/contacting CAN for advice/carry on pushing NCC for a
reply/notifying Alan Beith MP, it was decided to raise this complaint
at the NCC Meeting coming up in Rennington on 8th July.
Action Point: Clerk to ask NCC
to put ‘Complaints’ on the Agenda for the Rennington Meeting.

14/00205/FUL–Proposed replacement dwelling on land at former 21 Whin
Hill. Approval has now been
received from NCC.
14/01596/FUL – 34 South Acres, garage roof etc. Elizabeth Pearson declared an
interest. All in favour.
Action Point: Clerk to enter
our ‘All In Favour’ decision on the NCC Planning website.

NCC and the Northumberland Archives – a workshop will be held on
Tuesday 24th June at Berwick Museum and Art Gallery in the Barracks,
Berwick. Noted.
R Pearson – grass cutting in Craster.
The grass cutting &
pruning is not being carried out by NCC to the standard we
require. It was proposed that any additional grass cutting or
pruning necessary should be passed on to the Chairman or Vice Chairman
who can authorise Stephen Ternent to carry it out. All in favour.
