1693.      Planning Matters.
Bryn had a brief meeting with Vanessa from L Robson & Sons concerning a possible future planning application on internal alterations to the lower coffee shop & fixing the roof. They may not need planning permission with the alterations being interior but the hill is a public right of way & this will need to be taken into consideration.

14/01485/FUL – Land N/W of Dunstan Steads Farm construction of new farm building. No objections.
Action Point: Clerk to enter our no objection decision onto NCCs website.
 
13/03499/FUL – Emblestone, South Acres extension.
After our last meeting we received a reply from Julie Seaton (NCC Rural Development Manager) this did not address our complaint, Bryn & John contacted her & they met for a site visit around Craster.  They looked at the following: The Old Nursery Gardens site development at the top of Whin Hill, Emblestones, Mr Lees application at South Acres, the Café which was originally a shop & Kipper Cottage. On Dunstanburgh Road they looked at the Chapel & the problems created if it becomes a major development for builders access & 43 Dunstanburgh Road where there are cars parked on National Trust land without permission.
They then discussed our complaint in full - how can NCC hold an investigation when the person they chose to lead the investigation (Mr M Ketley, NCC Acting Strategic & Urban Development Manager) was involved in the original case?  His investigation showed that Mr M Thompson from the Planning Dept. was on holiday when we emailed our report to him (& the north planning email address) to be circulated - Julie Seaton looked into this & he was at work.
Action Point: John Gallon proposed making a Stage 2 Complaint where we should get a reply within 20 days, Joyce Shaw seconded.  All in favour.

At the NCC/Parish Council Meeting in Rennington on 8th July – NCC talked about the Charter & Bryn raised the issue of this investigation & everyone present was astounded that it was done by someone involved in the original planning meeting.
Action Point: Clerk to organise an extra meeting on 21st August, when we will have had a response to the Stage 2 Complaint from NCC.

14/01596/FUL – 34 South Acres, garage roof etc.  NCC have approved this application.

1695.     Confirmation of minutes of last meeting.
The June Minutes were accepted as a true record. Proposed by Joyce Shaw & seconded by John Gallon. All in favour.

1696.     Craster Community Trust Matters.
The CCT are going ahead with creating a Memorial Plaque on the 1st block on the west pier to commemorate the 1st & 2nd World Wars.  They will place a poppy wreath on the memorial on Remembrance Sunday & the stonemason will make the plaque a stone oval on slate, the CCT are hoping to secure a grant towards the cost.  They have also decided that it’s not feasible to buy the second hand grass cutter for the play park area.

1697.     Parking in Craster.
NCC Local Development Plan 2015-16.
Our top three highways & transport priority issues are:-
1)    Road through Dunstan Village the road surface requires drainage improvements & re-surfacing.
2)    Bogue Road between Dunstan Village & Craster floods at the bottom of Tower Bank requires drainage improvements, it’s also a dangerous road for pedestrians & the white lines need re-doing.
3)    U3014 Proctor Steads caravan park to the C74 Embleton to Craster requires re-surfacing.
Action Point: Clerk to complete & send to NCC.
There has also been an armchair fly tipped outside the café by the skip.
Action Point: Clerk to email NCC to organise its removal.

1698.     Neighbourhood Plan. Clerk to remove from agenda.

1699.  Embleton Joint Burial Committee.
The Cemetery is now covered by our PC insurance & the valuation on the house has come in at £150,000, if the three parishes chose to sell the house they would not be allowed to keep the £50,000 each.  Currently the Committee have agreed to have an electrician check over the house & make sure all the electrics are fine.
Next the Committee will draw up a list of work required inside the house by an independent assessor for discussion.  Bryn & Neville have been to Woodhorn to look over the Cemetery records & in 1883 the Committee originally took out a mortgage over 25 years for the house.

1700.  Matters arising from minutes of last meeting.
Dunstan Water Leak & Road Surface.
Action Point: Clerk will put this on top priority on the NCC LDP.

Heugh Wynd Grass Surfaces & Mud on Footpath. NCC are looking into this.

White lines require re-doing on road into Craster.
Lee Baxter at NCC has confirmed they will be done in August.

John Gallon – Maintenance of fixed assets.
Ongoing & hopefully the job advert will be ready shortly.

B Owen – Footpath marker post by the arch pointing along the cinder path is on the floor. Clerk has emailed NCC Footpaths Officer.

NCC consultations on School transport.
John has heard nothing more about cutting the subsidy.

NCC – Town & Parish Council Website Questionnaire.
No response has been received from NCC to our complaint.
  
NCC Meeting with Parish & Town Councils - 8th July Rennington, Village Hall 6pm.
Bryn & John attended & brought up our planning complaint.

Defibrillator for Craster – The Stephen Carey Fund.
The Coastguard would like to receive the training, but they can’t donate.  The RNLI would like more information on the Fund & the WI is a charity & also can’t donate.
Action Point: Clerk to pass the information on to the RNLI & defer this item to the next meeting as there are more organisations to be contacted.

Currently the Clerk works for both the Parish Council & the Burial Committee in future both her wages will be run through the Parish Council & the Burial Committee will reimburse the Parish Council their share.

Embleton First School consultation.
Margaret Brooks explained how the Cygnets Nursery Group have folded because there are not enough children, but the school can take on board those children if they can lower the age.  If agreed the young children can go into school with the reception class.  There were 33 children in school at the beginning of the year & from September there will only be 24.
The School Head has resigned & currently Mrs Smith from Dunstan is Acting Head until the Head of Whittingham First School can take over.
The clerk has given copies to all the Councillors and can provide a copy of the form & reply slip to anyone requiring one.

Alnwick Harriers Coastal Run 20th July. Takes place this weekend.

NCC Core Stratergy Policy Board Meeting 24th July update. Emailed.

NCC Tourist Info Re-cycling. The textile bin is not being used enough.

The right for Parish Councils to sell electricity. Noted.

NALC Training. Noted.

Northumberland Town& Parish Conference 25th Sept County Hall Morpeth 2-6.30pm. Pauline Baird would like to attend.

One sign at Harbour.
CC John Taylor was looking into organising one sign to go up at the harbour.
Action Point: Clerk to put on the next Agenda for the new County Councillor.
