1292. NWL Sewerage Update.
Mr Charles Harman – NWL Project Manager attended
the Meeting to give us an update on how the Sewerage Work plans were
progressing.
The contractors have been appointed & the work will start in
Dunstan on the 9th August & in Craster on the 6th September.
The property surveys etc have now been completed & Mr Harman had a
site visit with Mr Dick Phillips from NCC to discuss the road works
& the necessary road closure on Dunstanburgh Road. The
contractors will knock on doors to notify people of what’s happening
& they will sort times for deliveries etc with businesses.
The road will be worked in 12 metre sections out of the holiday season
& they hope to have all the work completed by the end of March
2011. There will be plans in place to deal with emergencies &
information packs will be delivered to all households.
NWL are planning an Open Day in the Village Hall to answer questions in
July/August & they will provide us with an emergency contact number
if we have any problems.

1294. Confirmation of minutes of
last meeting.
The Minutes were accepted as a true record
with one alteration – item 1284 last paragraph should begin:- ‘£13,000
for the sale outright of the freehold of plot 10.’
1295. Matters arising from minutes of last
meeting.
Mobile Phone Mast Update.
There was an emergency in Craster where the patient required an
ambulance, but the paramedics couldn’t diagnose the problem until they
had mobile phone coverage which was inland of Craster.
Action Point: Alan Punton will look into
the ambulance emergency details & Clerk to write to the NHS about
the equipment on ambulances which require mobile phone reception for
downloading the information to the hospital to diagnose the patients
condition.
Dunstan Water Leak, Potholes At Proctor Lonnen
& Cemetery House.
An email has been received from NCC to inform us that they will be
carrying out road repairs in the Craster West Farm area in September,
the Clerk asked them if they will be doing Proctor Steads & Dunstan
Village at the same time. The response was no.
Action Point: Clerk to forward on email
to CC John Taylor who will look into this.
Affordable Housing Policy.
CC John Taylor informed us that the Affordable Housing Policy is
now in place & they are waiting for the budget to see how much will
be coming to Housing Associations.
Tourist Information Centre Outside Lighting.
CC John Taylor has spoken to the Fire Services who
have recommended that the light should remain on for the public toilet
and preventing vandalism.
Grass Verge Outside The Church.
Ongoing.
BT Pole outside The Gallery.
BT have contacted Mr Clarke to say they won’t be installing a post
outside the Gallery, & the Clerk received a letter from BT head
office insisting that they have never looked at putting a pole there.
New Councillors.
NCC have confirmed that we can now co-opt on new Councillors.
Brown Signposts.
NCC would welcome any ideas the Parish Council has for brown signposts.
Double Yellow Lines & additional Car Parking
Places.
CC John Taylor recommends a Public Meeting to discuss requirements, he
suggests that ‘Residents Parking Only’ would be a good option.
Dunstan Dog Bin Objection.
Ongoing.
NCC Car Parking Charges.
An email has been received from NCC to say the parking charges have not
gone up but Michael Robson believes the weekly rate has gone up from
£11 to £17.
Action Point: Clerk to email NCC to check
daily figures again & see why it has gone up as much.
Disabled Kerb next to Harbour.
Joyce Shaw has spoken to NCC & they will complete the job in the
next 7 days.
1296. Planning Matters.
Coast Guard Rescue Station. Ongoing.
3 Norwell Brow – extension/conservatory.
No objection.
Dunstan Steads – new farmhouse.
The emails concerning the new farmhouse plans were read out & both
Mr Cornell & Mr Turnbull talked about their concerns as Dunstan
Steads residents.
Having viewed the plans the Councillors discussed the application &
they decided not to object to the plans in principle but they do,
however, have three serious reservations of which they would urge the
County Planners to take note:
1. As this application is the consequence of a sale of a
farm without its buildings, resulting in an increase in the pattern of
settlement in the AONB, there should be a condition attached in the
event of planning consent to the effect that: (a) the house should not
be disposed of in isolation, but must stay with the farm; and (b) that
the dwelling is used solely for the pursuit of commercial agricultural
activities and no other.
2. As the agent himself concludes, Option D offers a
more attractive site for farm operation - its pros include good access
to the public highway, services nearby and excellent access to the
majority of the farm land without use of the public highway. The
Parish Council considers that in view of the stated purpose of this
building, Option D should be adopted.
3. The road from Embleton to Dunstan Steads is already
too narrow for the volume of all year round traffic to the beach by
both locals and visitors, it is also very well used by pedestrians and
cyclists. Urgent action should be taken to improve this road by
installing road safety passing bays and a pedestrian footpath.
If approval is given could these points be conditioned
or in a section 106 agreement.
Action Point: Clerk to write to Neil
Armstrong at NCC concerning these 3 points & send a copy on to
AONB. Then place a copy on the notice boards & email the
letter to Craster on line.
1297. Financial Matters.
Bank Balance: £5,395.46
The Annual Return Accounting Statements & Annual Governance
Statement were both approved by the Council.
The Zurich Ins questionnaire was completed.

Action Point: Clerk to contact Mr G Wilson
the blacksmith to repair the seat.
Footpath Stile.
Action Point: Clerk to contact National
Trust about the wobbly stile on the footpath opposite the Tourist
Information Office.
