1144. Apologies for absence.
Michael Craster & DC Tom Spence.

1145. Confirmation of minutes of last meeting.
The September Minutes were accepted as a true record.

1146. NWL Sewerage Update.

Mr Andrew Pinney was attending the Meeting on behalf of Mr Hugh Fell to answer any questions raised concerning the ongoing NWL Sewerage negotiations & Compulsory Purchase Order.

Since our September Meeting Mr Hugh Fell is considering objections to the CPO and he will put them to us at the Public Meeting organised for Tuesday 28 th October at 7pm.

NWL are still planning on doing the repairs as we requested, but we do want a genuine price for the required land for purchase & rent. The CPO will be for the whole of the kick about area, which we only wanted to rent to them for the duration of their work.

Concern was raised about what they will do with the playfield after the repairs are completed, could it be an oversight in their plans?

As the Parish Council do we also have an obligation to deal with the CPO for the gardens at Dunstanburgh Road?

Also for legal advice it will cost us money for a solicitor to check over our objections.

On the south side when the work is completed can we approach NWL to remove the pipe?

1147. Matters arising from minutes of last meeting.

Dunstan Bus Shelter Roof.
The roof is still ongoing.

 Outside Seat at Harbour.
Action Point: The Chairman will contact Mr V Dundas to accept his quote of £121.00 to repair the seat.

Craster Bus Shelter Drain.
Action Point: Clerk to contact Mr R Thompson at ADC for an update.

Lee Moor Ditch.
The ditch has now been filled in.

ARAN Group.
This group is on hold until the new Council is up and going, they have produced a brochure called ‘Whats on?’ which promotes local opportunities.

Cullernose Point Broken Fence.
Howick Estates will plant gorse bushes at the gaps.

Dunstan Steads – litter bin.
The new litterbin is now installed.

Rear of Mr M Oxleys Gallery.
The area has been tidied up, and in due course the new kerbstones will be laid to protect the road edges.

Old Style Street Lights.
NCC have informed us that the ornate old-fashioned streetlights cost £2,500 each.

Arriva Missing Buses.
A letter has been received apologising for a bus not turning up due to it breaking down.

NHS Dentist.
Action Point: Clerk to write a chase up letter.

Dunstan Water Leak.
Action Point: CC John Taylor is investigating the old field drains, which also run under the road.

Overgrown Shrub in Dunstan.
Action Point: Clerk to write a thank you letter now the shrub has been cut back.

Windyside Bridge Road Hazard Signs.
CC John Taylor has had a site visit to look at the type of signage required.

Northern Lights.
A notice will be put up to advertise the light display.

Himalayan Balsam.
The plant has been cut down & removed.

1148. Planning Inspectorate Modification Order 21.

The Chairman had a Meeting at NCC to discuss this footpath which has been closed. On the point of Mrs Askew the house owner who worked at NCC seeing any private information on the case, NCC assured Alan that she was privy to the information on the website which is open for all.

The objections were discussed - to get the case re-opened we would need to write a letter of complaint to the Ombudsman, but this would end up in High Court which will cost a large amount of money.

The Parish Council decided not to pursue the matter further with the knowledge that we have shown to NCC that we will fight for our Public Rights of Way & we will keep a closer eye on the others in the future.

1149. Planning Matters.

1150. Financial Matters.

The second half of the Precept has been received for: £2,500.00

1152. A.O.B.

Potholes on Littlemill Road.
Action Point: CC John Taylor is looking into the pothole problem.

Burial Board Update.
A decision has been reached concerning the Garden of Remembrance it will be a low semicircle wall with brick size plaques behind the War Memorial & the ground in front will be an open area for the ashes. The roof & porch of the Cemetery house require repairs and also the entrance arch. A price is now being sought to put in a septic tank and after Christmas the windows at the rear of the house will be replaced.

Cars parking on Whin Hill.
Action Point: Chairman to speak to Neil Robson about cars causing an obstruction at the bottom of Whin Hill.

Tower Bank White Lines.
Action Point: CC John Taylor will look into it.

Signage for Craster.
Action Point: Clerk to put on the Agenda for the next Meeting.
