1170. Confirmation of minutes of last meeting

The January Minutes were accepted as a true record with the following alteration:-

1163. (start of the third paragraph) There is no hearing date yet, and the Parish Council re-affirmed their willingness for Hugh Fell to continue to negotiate on our behalf concerning the CPO for the community’s benefit.

1171. NWL Sewerage Update

Mr Hugh Fell gave us an update to the negotiations with NWL. He’s waiting for the methodology from NWL, once received he will organise a sub meeting to look at and discuss the offer. A hard copy will then go to all Parish Councillors. The Parish Council still needs to make a decision about carrying on with the objection. If it goes to the Public Hearing we will incur costs. Hugh is dealing with a number of objections from residents and assured the Parish Council that there is no conflict of interest. No-one objects to the principle of the scheme, it’s the mechanics of the scheme and land purchase that has raised the objections.

The costs for bus travel for the children to the Sports Centre at Alnwick is between a Craster resident and NWL, there’s no involvement with the Parish Council.

We need to complete a statement by the 3 rd March if we use an agent for the Hearing. Hugh has never known anyone being charged for pulling out of a Hearing in the eleventh hour although it is possible. Hugh believes our objection is not frivolous and will advise us whether he thinks we will not succeed, we may get additional charges from him. Hugh will monitor whether all the other objections fall away and leave us alone, NWL can’t do the scheme without all parties agreeing, and we had an agreement with them before they issued everyone with a CPO.

NWL want the play pitch area to reduce their costs as a private company to store their equipment, The compensation for the play pitch will go to the Development Trust as the lessee of the land.

Alan Punton, Michael Craster, John Gallon & Michael Doherty will meet Hugh and get in writing the Statement then they will get clarification from all the Councillors for the final Draft Statement.

The Parish Council thanked Hugh Fell for attending tonight’s Meeting & his continued help.

1172. Matters arising from minutes of last meeting.

Dunstan Bus Shelter Roof.
Has now been done.

Outside Seat at Harbour. Has now been done.

Craster Bus Shelter Drain.
CC J Taylor has submitted it onto the Transport Plan.

Dunstan Water Leak.
Action Point: Clerk to write to Sale & Partners about the water now flooding the rear of the bungalow garden & the water extending down to other houses.

Windyside Bridge Road Hazard Signs & Potholes on Littlemill Road.
Due to buses etc. the roadsides at Windyside Bridge are getting worse, NCC will repair it.  

Tower Bank White Lines.
The white lines are on hold till April.

Village Hall Rent Increase.
Action Point: Cheque issued for £95.00.

Codes of Conduct Consultation. In circulation.

NSP – Partnership Update for Northumberland. Noted.

Consultation on Code of Recommended Practice on Local Authority Publicity. Noted.

AONB – Management Plan. In circulation.

Final Version of the Northumberland Charter. In circulation.

NCC – Forum on Planning Services. DC Carol Grey to attend.

NCC – Community Forum. Michael Craster to attend.

The Net donation request.
Action Point: Clerk to put on March’s Agenda.

NALC – Royal Garden Party 21 st July representatives. No-one nominated.

CCDT – Mobile phone reception & path improvement from Bark Pots to Whin Hill. CC John Taylor & DC Carol Grey declared an interest.
It was agreed it would be a good idea for a mobile mast to be situated in Craster preferably on land, which would benefit the village.
Action Point: Alan Punton will get a price from Harry Armstrong to do the path.

Broken Stop Cock Cover.
Action Point: Clerk to phone NWL about the broken cover outside 12 Heugh Rd.
